I haven't had that experience. Originally I installed Vista Ultimate and
activated; some months later I reformatted and installed again on the same
machine, activation was refused as the 'product key was already in use.' My
only resort was to either use another product key (which fortunately I had)
or telephone the activation number.

This is one of the reasons I always keep an up to date image of my hard
drive (using Acronis True Image). The image also copies he activation codes,
so when you need to re-install the operating system it is a simple matter of
re-imaging using the backup image and you don't need to activate again.
