Hi Tyvat,

It's not so much a matter of 'what's wrong' as what has changed with both Office and the MS Installer since Office 2000 was
released.

When Office 2000 first came out, and was the first version of MS Office to use the MS Installer, the Installer did not yet have a
capability for handling 'full-file' updates. Office XP and later don't have that issue.

The update at http://support.microsoft.com/kb/835220&FR=1
does add that capability, but it's not an update that can be relied upon to be in each user's PC, in part, because not everyone
updates so critical updates can't rely on the ability to handle the fullfile updating for that version of Office so the binary
patch files are provided. (Keep in mind that Office 2000 was also the last version to have Service Release (SR) updates, where a
complete new/updated product CD with the SR(s) installed was made available)

the following string repeated numerous times in the last 1/8 of the file:

Office 2000 Hotfix;EXCEL;11350;FullFile; ALL;; excel.exe9.0.0.8950

Again, using notepad, I opened EXCEL.msp from
office2000-kb925524-fullfile-enu.exe & did a FIND on "fullfile". "FullFile"
does not occur in EXCEL.msp.

Looking near the end of the file, I found a string similar to the above
repeated numerous times:

Office 2000 Hotfix;EXCEL;11355;ALL;; excel.exe9.0.0.8955

So perhaps the above string should be

Office 2000 Hotfix;EXCEL;11355;FullFile; ALL;; excel.exe9.0.0.8955
