There are lots of ways. These come in two categories:
- the executables that perform the function
- the automation of the executables
Netdom does the domain join.
There are various utilities to migrate user settings and data, for example:

A commercial product like Altiris Deployment Solution and no doubt others
bundles these up into Jobs:
- take the files and settings from an old PC
- image or re-image a PC
- join the domain
- move to the correct OU
- apply user files and settings
etc.
