Because there is a JPEG exploit. Quite some software thought it was neat to
statically link a JPEG library (yeah, very smart). Not everybody has
patched their machine, so better safe then sorry.

It's more like: most users have no clue on what they can click and not.
Every day machines are infected because most users just click. Sadly there
machines start to become proxies, used for sending out spam. And the
machines can be (for a part) remotely controlled.
Those people should be disconnected from the net, and reconnected *after*
they fixed up their machine. Sadly this isn't happening yet.
