Why did (any of) you change TIF's default location in the first place?

Did (all of) you change the default to a drive other than the one on which
Windows is installed (typically C:\Windows)?

The TIF is a big fragmentation/random access "provider" (any partition
with a minimum of self-respect shouldn't host it).
Many people put it on a dedicated partition, disk, flash drive, ram
drive etc. to improve the responsiveness of IE or the perfs of the
main partition (though many combinations actually don't do any
good ...).
Same goes for the swap file, logs files, temp files etc.
It might even be possible to do it without actually changing the
logical path of the TIF with an NTFS junction (linkd or mountvol, got
to try it yet ...).

OK, so I'm not clever enough to have moved the TIF file deliberately. I am
getting the same messages as everyone and it is fixed by turning off the
phishing filter. Can someone put it in laymans terms what I have to check and
do to fix this issue, because you lot have lost me! it begun causing me
problems unexpectedly in the middle of a session with no apparent cause or
change in the system.
Please help, I need my tabs!

You're on Windows XP SP2? If true, you may wanna try the following:

#1 Close all open IE windows
#2 Start -> Run -> cmd [Enter]
#3 Type the following line in the "DOS prompt" window:
rd /s /q "%userprofile%\Local Settings\Temporary Internet Files\Antiphishing"
and hit [Enter] afterwards.

Start IE, reenable the PhishingFilter in the Internet Options ->
Advanced if you want to and hope, that the error(s) are gone.

Bye,
Freudi

Where is your TIF /folder/ currently located?

See IE Tools > Internet Options > General > Browsing history > Settings.

There must be thousands of us like sam@adammcginty who are having this
problem. Incidentally, I am not on Vista but on XP SP2. My TIF's path is
C:\Documents and Settings\Owner\Local Settings\Temporary Internet Files\

I was replying to sam[AT]adammcginty.

What problems are /you/ having? It'd probably be best for you to begin your
own thread about it.

My problem is exactly the same as Tony's right at the beginning of this
thread although I am on XP SP2. After installing KB931768 I cannot open IE 7
and receive the message:
File Download - Security Warning
Do you want to save this file?
Name: navcancl
Type: Unknown File Type, 2.64KB
From: ieframe.dll
Save Cancel

When I uninstall KB931768 the problem goes away. I have not touched the
Temporary Internet Files Folder whose path is shown in my earlier reply.
My point is that like sam[AT]adammcginty there must be many who are not
computer whizz kids who would appreciate clear directions without
compromising security
