*Change* the language in the drop down window to Norwegian, then click
the Change button.
Suggest you set the system up for a Clean Boot *first*. Refer to the
MSKB to learn how this is accomplished.

After the system has been Clean Booted, *right* click the downloaded
update and choose 'Run as administrator'.
Restart the system after the update attempts to install.
Did changing the *language*, doing a Clean Boot, plus 'Run as admin' get
KB938194 installed ?
