Are you sure you run Outlook in administrator mode? (rightclick "run as
administrator")
Vista has UAC:

Copy all .pst files from the XP directory to a temporary directory on your
local HD and try to import again.
If that doesn't work, get Mailnavigator and *try* it, dont purchase.
