This should do it for you - it is a long link, though:

Or start here -
https://accountservices.passport.net...vv=450&lc=1033
and select the section for using your own email address.

Windows Live ID and Passport are the same, but the Windows Live signup doesn't
offer the option of you own email address as you've found.
