Unplug device and do a Power Off of Computer AND Device, wait a minute or
two
& back on. Reconnect the Device. Any joy?

Start - type services.msc in the search box - click on it at top.
Windows Image Acquisition Service - It should normally be set
to manual however it should be started if your scanner or camera
is hooked up and turned on.
This service is dependent on other Services to run properly so check
them also as per here :

Has the driver letter for your device changed? Check in Disk Management.
Start - type in Disk and run Windows Disk Management with device ON and
connected.
If you set a Permanent Drive Letter (a high specific one) then you will not
need to run the
Wizard everytime you reconnect it.

You might try hooking up Device - Control Panel - Device Manager - if the
device is shown DELETE it. Remove Device. Reboot - Plug device back in.
