Simply free up disk space by burning files to cd /dvd and remiving them
after done so or buy a 250 Gb external hard drive for about 80 us dollars.

The clean up doesn't work and there is about 7MB left on it.

Hi elizabeth, this is not an issue related to Windows Updates.

Perhaps you could remove some unwanted/unused programs that you don't use any more.

Another option, perhaps consider a larger hard drive.
