For some unknown reason WLMail ignores that (in all OS).
My workaround is to set that to Run: Minimized instead.
Then when I switch to it it (e.g using Alt-Tab) it opens
in my preferred size and position.

WLMail has an even more annoying habit of opening message windows
maximized too. In order to switch those to my preferred size and position
I used to just doubleclick on the Title bar but found that frequently the
message window would revert to some kind of maximal size. If I didn't
have another message window already opened (which I could close after
closing the unwanted resized one), my preferred size and position
would be lost and I would have to resize the new (unhelpfully)
maximally sized window. I say "used to" because I realized
that doubleclicking might be seen as a "gesture" indicating
that I was hoping(?) for that maximal size; so now what I do exclusively
after opening a message window is press Alt-Space,R. This practice
has resulted in much fewer of the unwanted resizing operations occurring.
Unfortunately using the keyboard instead of the mouse hasn't completely
eliminated the annoyance but it is the best I have been able to find so far.

Neither OE (in XP) nor WinMail (in Vista) do either of these things.
