I have 8 GB of memory installed and it is all detected by my BIOS. I
there a reason why vista would allocate over 4.5 gigs of my memory t
other areas and not detect that 8 GB is installed

If you are running 32 bit Vista it's not going to recognize nor address more
than about 3GB's.

You may find this knowledgebase article of interest. While it's speaking to
4GB of ram, if you are running a 32 bit OS it will be true for 8 GB's as
well.
