Norton System Works and Windows ME are not compatible. Either you
have 1,000's of 0 byte OEM*.inf files due to Norton System Doctor
running when doing the updates , there is a wininet.ini file present
on bootup, or the System Restore hierarchy has been damaged (
usually indicated by the Windows Could Not Upgrade the File %1 from
%2 %1: %2 error message.
Disable all functions of NSW prior to attempting to download or
install updates.
