"what represents the IP address above"? The device is configured to get a
server-assigned IP address, but has no one to get it from, unless the PC
you've connected to it is running a DHCP server, which is very unlikely.
The connection still works because the device isn't really communicating
over a network and ActiveSync on the device knows to act like 169.254.2.1,
even though you've set the network connection for server-assigned IP. That
IP is the IP of the device on this little two-host network, the device and
the PC connected to it.
