Automatic application of the rule doesn't work on already downloaded
messages. It should work on any new messages you download in the
future.

Technically that's not 'blocking'.
Manually add the sender's email address to the Blocked Senders list
or do so by right-clicking on the message header in the message list pane,
select Junk E-mail, "Add sender to blocked senders list".
