You are facing two separate issues. I will deal firstly with the
Hotmail aspect.

You CAN use Outlook Express to access Hotmail accounts. However,
HTTP access is no longer available in Outlook Express.

If you definitely, want to use Outlook Express, you should remove
any previous Hotmail account settings from the program. Then,
create a replacement mail account and configure OE6 to access the
POP3 / SMTP servers at pop3.live.com and smtp.live.com.

In Outlook Express, on the Tools menu, click Accounts.
Click Add, and then click Mail.
Type your name, and then click Next.
Type your full Hotmail e-mail address, and then click Next.
Enter the following information, and then click Next:
In the My incoming mail server is a list, click POP3.
In the Outgoing mail (SMTP) server box, type
smtp.live.com
In the Incoming mail (POP3, IMAP, or HTTP) server box,
type pop3.live.com.
Type the account name and the password for your Hotmail account.
Make sure that the Log on using Secure Password Authentication
(SPA) check box is NOT selected.
Click Next, and then click Finish.

In the Internet Accounts window, click the Mail tab, click the
Hotmail account that you added, and then click Properties.

Click the Servers tab. Under Outgoing Mail Server, check the box
marked 'My server requires authentication'.

Click the Advanced tab.
Under Server Port Numbers, check both boxes marked 'This server
requires a secure connection (for Incoming and outgoing mail).
In the Outgoing mail (SMTP) box, type 587
In the Incoming mail (POP3) box, type 995

Then click OK

However, there are some important differences between HTTP and
POP3 access. With POP3, messages in your Hotmail inbox are
downloaded to Outlook Express. Other Hotmail folders, and any
messages in them, won't be shown. And if you read an e-mail
message in Outlook Express, OE6 will delete the message from your
inbox on the central server (unless you have checked the option
to leave messages on the server).

I know you don't like Windows Live Mail. However, Live Mail does
provide full HTTP access to Hotmail accounts. HTTP offers better
features and most importantly, it allows you to synchronize
folders on your local computer with all of the folders on the
central server.

There is no reason why you can't use Windows Live Mail for you
Hotmail accounts and Outlook Express for everything else -
because Outlook Express and Windows Live Mail can co-exist on the
same computer. However, if you want to use both programs, you
should restore Outlook Express as your default mail (and news)
client. To do so:

In Win XP, click on 'Start' (bottom LH corner of the screen).
Click on 'Run'. Type msimn /reg and click on OK. (Note the
space between msimn and /reg)

Open Control Panel and click on Internet Options, followed by
Programs. Select Outlook Express as your default email client
and newsreader.

Open Control Panel again, and click on Folder Options. Click on
File Types.
Scroll down to EML and if necessary, change the default program
to Outlook Express.
Under the Advanced tab, select the 'open' command. Click on edit
and if necessary, change the command line to:

"C:\Program Files\Outlook Express\msimn.exe" /eml:%1 (exactly
as shown, including the quotation marks).

Repeat the process for news accounts (NWS). The command line
should be:

"C:\Program Files\Outlook Express\msimn.exe" /nws:%1

Save your changes.

Having made these changes, you can continue to use WLMail for
your Hotmail account(s).

For non-Hotmail account(s), you should transfer the content of
your inbox(es) to storage folder(s). That is most important
because otherwise, you could lose messages that you have
downloaded previously. Then, remove your non-Hotmail and any
newsgroup accounts from WLMail and set up them up in Outlook
Express.

Http access had separate OE folders for Hotmail, adding a pop3 Hotmail
account will download the Hotmail messages to the OE Inbox.

"read" should be download.
And if you download messages to Outlook Express, Hotmail will move the
messages from your inbox on the central server to the online Deleted folder
where they will be deleted after 5 days (unless you have checked the option
to leave messages on the server).

WLMail can provide full HTTP access to Hotmail accounts. It is also
possible to setup a Hotmail account using pop3.

For pop3 accounts, you should transfer any messages that you want to keep
(sent or received) to Storage folders before removing the account.

WLMail offers DeltaSync, not HTTP or WebDAV, access to Hotmail accounts as
well as POP3 access.

Define "http servers?"

When a Hotmail account's being accessed via DeltaSync, does WLMail use the
same mailserver(s) as those used when e.g., sending a message via
http://mail.live.com?

In WLMail, Tools, Accounts, Properties of the Hotmail account, Server tab:

Server information
My mail server is an http server.

For a pop3 account Servers tab:

Server Information
My incoming mail server is a pop3 server.

I really don't know the answer to your question.

I see the same IP address with one saying s6 and one saying s11. I don't
know if those are servers numbers.
I will repeat the test later to see if the same server numbers are used.

That's one of countless WLMail UI shortcomings, I'm afraid.
