You have a bigger problem in the domain, according to these examples from
the dcdiag output:

The failure occurred at 2009-11-13 12:47.42.
The last success occurred at 2007-04-13 02:29.30

there are long existing replicaiton problems.

To help you further wee need more information about the current environment,
total amount of DCs, how they are located and OS version with SP/patch level.
Additional the DNS configuration, which kind of zones are configured etc.
Also post an unedited ipconfig /all from all DCs and your DNS server if different
then the DC.

Also i suggest to create a NEW posting with the above reqested information.
