You can add additional DCs as much as you like doesn't matter which OS version,
if the forest/domain functional level settings include that OS version.
For a functional Domain you need the 5 FSMO roles available, a running DNS
server for the forward/reverse lookup zones, at least one Global catalog
active and Exchange must be configured to use in ESM the GC under Recipients
update services.
The FSMO roles should always be on the newest OS DC, because an additional
security group is created for example if the PDCEmulator role is moved to
the 2008 DC.
