The lake and gold mountain is in RTM of Ultimate.
Certain images were dropped from various builds - you get what you
have on Ultimate RTM.
Starter Edition is a special case

Yes that image (large mountain with reflection) was dropped from the
RTM code.
A number of images are used throughout the beta cycle and these may
not be included in the final releases for any number of reasons from
simple aesthetics to potential clearance/rights and usage/copyright or
permission issues.

Absolutely. Is there any way to get hold of all the wallpapers used in the
Beta releases? Are they archived on a site somewhere?

Not from Microsoft.
There are huge numbers of sites that offer lots of images and
wallpapers. Just find something you like. Unless the large mountain
was your favourite wallpaper ever it seems a little pointless to
search it out.
