In my previous post, I forgot to cross-post it for you. This post is
cross-posted to both:
microsoft.public.windows.server.active_directory
and
microsoft.public.pocketpc.activesync
Follow-ups are set to both newsgroups.

Sounds like you want to make sure you log the user on to the WIndows Mobile
unit first and test it before giving it to them.
Profiles are workstation based (user's PC, WIndows Mobile unit, etc). They
are not stored on Exchange, but then again you have Oracle, so I can't
comment on that. If you install the phone's Windows Mobile software onto the
user's workstation, you may be able to work with the profile and save
settings, etc.
Here's a generic Google search, but I am not sure if it will be helpful.
Take a look:

Maybe try this newsgroup for better help:
microsoft.public.pocketpc.activesync
I also cross-posted it to that newsgroup so the responses will go to both
this thread and to that group.
I normally snip the extraneous conversations when replying to a post, but in
this case I left the conversations in this thread so the folks in that group
can read what you were asking.
