I would rename the c:\msdos.sys and c:\io.sys and copy those files from the
Win98 CD to C: drive, then try to boot.

If that doesn't help, something else may be corrupted. You can always run a
Win98 inplace upgrade with the 98 CD, which will keep your current settings
but fix boot and other issues.

Otherwise, I would recommend following Paul's suggestions.
