If Silverlight is listed in Add/Remove Programs, uninstall it & reboot.

Now try installing it via http://www.microsoft.com/SILVERLIGHT/

Forget about that. What do you want to accomplish here, install Silverlight
or stop Microsoft Update nagging you to install it?

You should be able to install Silverlight via the CLICK TO INSTALL button
here: http://www.microsoft.com/SILVERLIGHT/

I have no idea why WU is offering anything Silverlight-related if
Silverlight isn't installed.
