That I know of, Vista out of the box comes with .Net Framework 2.0. If the
..NET application is calling for .NET FW 3.0, then it's not installed. Either
the application installs the Framework it needs in its install package or
one must go to the MS download site and install the .NET Framework needed.
It also could have been installed by some other application too. But if it's
being called for, it must not be on the machine.

You can install multiple .NET FW(s) on the computer.

Check under Control Panel > Programs and Features > under 'Task' click the
'Turn Windows Features on or off' link from the list available then from
list of options > check off 'Microsoft .NET Framework 3.0'.
