Try booting it up in safe mode (by pressing F8 just before windows starts to
load).

Loading it up once may resolve this matter, or you may have to remove SP2
using the control panel).

Hello Si.
Even in SAFE mode the boot recyles. The only thing it will allow me to do is
reinstall. I did that as a repair to The current installation with the same
result.
