Has the certificate truly expired. It is a common issue with the devices,
that the time is incorrect after the battery goes dead. In this case it
could truly be an expired certificate. Is the server running Outlook Web
Access? If the it is, you can click on the lock icon in IE to display the
certificate. The valid range is at the bottom.

ActiveSync uses WinInet on the device. Error Internet_37, maps to 12037 -
ERROR_INTERNET_SEC_CERT_DATE_INVALID. If the device time is truly correct,
than there is an issue as to how the Certificate is issues/deployed on the
server.

Exchange setup is beyond my area of expertise (sorry). I would cross post on
microsoft.public.exchange.mobility or microsoft.public.exchange.setup.
