Sorry but this kind of linking i will not use. Choose windows live options
to link/show pictures, but do not post this kind of webpages here.
Additional install and use Group policy management console. This is more
easy to handle, better overview and some more options are included for a
good GPO management.

I can not really follow your description. If you add a new GPO it will be
empty, all settings are set to not defined. It sounds for me that you have
opened somehow the local security policy instead.
