Group Policies are stored in Active Directory and AD relies on DNS for
finding services. In short? Sounds like you have some DNS issues going on.
Start with the "fix my network" wizard, then the SBS BPA, and then an
ipconfig /all wouldn't hurt if you are still having issues. I'm guesing
that to resolve one of your "various issues" you mentioned, a DNS entry got
horked.
