Are you still getting this error? It looks like you are unable to access
http://download.windowsupdate.com
therefore failing to download SP1A Express from:
http://download.windowsupdate.com/msdownload/update/v3-
19990518/cabpool/SP1AEXPRESS_5D7ED5146E86A5E10E309048D02744
EFE5ABA1D8.EXE

This has been a DNS issue with some ISPs. Also verify there's no Windows
Update IP addresses in the Hosts file.

Windows XP - C:\Windows\system32\drivers\etc

In order to view the HOSTS file you may need to associate the HOSTS file
with Notepad, If the HOSTS file contains a static IP address associated with
Windows Update, comment the entry by adding the # sign at the beginning of
the entry or delete the entire line
and save changes to the Hosts file.

Applications like web accelerators, Tweak Master DNS, Spyblockers, etc. can
add static IP
entries for the Windows Update site into your HOSTS file which cause Windows
Update to fail since the IP address changes frequently.
