That might be true if all you do is run Windows 98, but don't install
any apps. If you use any applications in said Windows 98 install then
you should set the limit more appropriately, but staying under 512MB to
avoid the VCache bug (and/or workaround the problem per KB253912)

You can run Windows 98 with 32MB of memory, but it's a fairly painful
experience.
