I assume you are referring to a folder (Notes) that has got created under
the sync folder (My Documents). If yes, then I don't think its a folder
created by WMDC or your device. Probably created by you or some other 3rd
party software as I don't see that kind of folder structure here on my PC.
Yes, Outlook would be the best way to add/amend and delete notes. You can
perform the same on the mobile device too and the changes should get
updated upon your next sync with either computers.
During the synchronization process, WMDC/ActiveSync keep track of changes
using store identifiers along with time stamps. Ideally it should sync only
files which have changed since last synchronization. So if your device is
synchronizing all files everytime you sync, then chances are some thing is
changing these time stamps internally triggering the sync for all files.
As you are performing a sync with two computers, there is a chance that it
might be the cause as every sync seems to be changing the time stamp even if
you have not made changes to the files. I would suggest you to try and
delete and recreate the partnership with both PC's to try and bring all of
them current. See if it helps resolve your issue.

that sums it up great.
What happens with/to the folder on my work PC called Notes - I
shouldn't touch that right? Outlook is the way to add,amend and delete
notes. This syncs to device then to home notes folder fine.
Last question is why do the files copy to the PC at home and Work
everytime I sync - daily and nightly - I lose the date they were
originally created. (not the end of the world)
