Hi Stephen,

Thanks for posting here.

From the description, I understand that you want to know whether individual
file from the users share to setup can be accessible by offline. If I am
off base, please don't hesitate to let me know.

Based on my knowledge, the individual file can be make available offline.
For current situation, let us refer to the following step to test the issue:

I. Configuring your client computer to use Offline Files. To do so:

1.Click Start, and then click My Computer.

2.On the Tools menu, click Folder Options.

3.Click the Offline Files tab.

4.Select the Enable Offline Files check box, and then click OK.

II. Making files or folders available offline. To do so:

1.Click Start, and then click My Computer.

2.Click My Network Places.

3.Double-click the network place that contains the folder or file that you
want to make available offline( \\server\users\).

4.Right-click the individual file you want, and then click Make Available
Offline. The Offline Files Wizard starts. Click Next to continue.

5.Select the Automatically synchronize the Offline Files when I log on and
log off my computer check box, and then click Next.

6.Select the Create a shortcut to the Offline Files folder on my desktop
check box, and then click Finish. The files are copied to your computer,
and a "Shortcut to Offline Files" folder is displayed on the desktop.

III. verify the file that has been available offline. To do so:

1.Click Start, and then click My Computer.

2.On the Tools menu, click Folder Options.

3.Click the Offline Files tab.

4.Click view files, show offline files folder, you should see the
individual file you want it to be offline. Can you view the individual file
as expected? If not, please capture a screen shot of the Offline files
folder. Please send the image to my working mailbox:v-

For your convenience, you can refer to the following KB article for more
detailed information about using offline files:
