The reason is that they are not removed completely
For example Symnatec \Norton has a tool to remove all of it's components and then
reboot after use

For the others you will need to find then remnants that are remaining on your system
and manually delete them
Also you might want to run the following 2 malware tools making sure you update the
definitions before each use
