It's common for outgoing mail in Windows Mail to sit in the Outbox before
it actually goes out, but not the Drafts folder. Perhaps you are having a
problem with creating the message that sends it to the Drafts folder instead
of trying to send it.
Also, do either of the accounts you used have a connection to port 25
that crosses from one internet provider's equipment to another's before
it gets to the server? If so, such connections to port 25 are often blocked
to cause trouble for spammers. In this case, try to find a way to use a
port other than port 25. Just trying all the ports is a very slow way to
do this, since there are about 65,000 ports available.
