Jack,

See if this works for you...

In Server Management | Standard Management | Users, click on the user
account, then click on Change User Permissions. This should run through the
user permissions setup using the Wizard (select the radio button for:
Replace any previous permissions...).

Make sure his account is in the SBSUsers OU. If it isn't, move it there.
