I am having this same problem and it is SO annoying. I open a I
window. Then I click on a new tab. I type in a web address since i
just opens a blank tab. But instead of coming up in that tab in tha
window, it opens a new window. THEN if I were to do it again. I
would open a new tab in the second window. Everything always default
to a new tab in that second window. What is the deal???

Yes, my settings are correct. I think it might have something to d
with my internet security software. I use Trend Micro. I think i
opens a new window as some form of protection. I don't know how t
change it though. I guess I'll have to live with it. It's jus
annoying

My IE recently started this unwanted behaviour, and it appeared
to be related to security zones. Setting protected mode "off"
seems to have fixed it.

I'm sure that if it is the program doing it, then there will be som
setting in it that you could change to stop it. I just have not use
that program, so I do not know what it may be. :
