Two possibilities occur to me. In one, you have actually eased
your workers access to the Internet, Usenet, etc. so that they
spend less total time on them, and in the other you are hiring the
wrong people.
Bear in mind that programmers especially need relief from thinking
about evil incompatible requirements. Instant Usenet or Internet
access helps here. The mind is still working while doing mindless
things.
