I suspect you are misinterpreting something that you are seeing but not describing.
The only way that you could properly say that "Outlook Express goes off line"
would be if you were seeing Working Offline in its Status bar or Work Offline
checked in its File menu. Otherwise what you are seeing is probably an interpretation
of your network environment and its status.

Then this would not be the best newsgroup for discussing that symptom.
Try a newsgroup which specializes in your networking for your (undisclosed?) OS.

Probably a coincidence. WLM is an application and could not do something
which would require you to restart your computer.
