1) You give the person a Standard user account by adding a new user-id and
PSW to the system.
2) You use Explore and you go to the folder and right-click it and go to
Properties and select the Security Tab.
If you don't see the Security Tab, then follow the information in the link
that talks about it.

If you don't see the new account listed on the folder, then the person will
not have access to the folder or files in the folder, period.
So login in as that User and see if you can access the folders and files in
the folders as that person's user-id that you have set-up.
