One word - Firewall!! In my case - and I suspect many others - the problem
was not the proxy stuff that is listed in the official fix document, it was
falling over at my firewall. The error code is the same! If you are running
a 3rd party firewall (I have McAfee), go and check for the settings for
Application Layer gateway and run dll as app. You need to let these through.
Works fine for me now!
