Vista and Windows 7 both support moving the Favorites folder via the
"location" tab in Favorites-Properties (that's in Windows Explorer not in
IE)
XP I'm not sure about.

Drag-move. Might work in Vista and W7 too except for UAC interfering.

Get TweakUI which does this for XP. I use it.
