First, I disagree with Meinolf...posting to the newsgroups is fine and is
the preferred method of many.

With that said, are you using the Enterprise version of 2008? You must be
running the Enterprise version of Windows 2008 in order to run failover
clustering.

If you are running 2008 Enterprise, make sure that you install the Failover
Cluster role on each node of the cluster. Once you do this, you should see
the Failover Cluster GUI shortcut in your Admin Tool folder.
