Perhaps you have some third-party programs still active which are
now no longer compatible with the stricter security?

Which OS? Which version of IE? If it's XPsp2 try using its
Manage Add-ons tool (e.g. Alt-T,A) to eliminate any of your active
BHO as potential suspects. Alternatively use the global diagnostic
Enable third-party browser extensions (requires restart)
(in Options, Advanced tab, Browsing section)
E.g. uncheck that option, ensure all instances of iexplore.exe are gone
(using Task Manger Processes tab) and then retest.
Other malware may use exploit different features and be unaffected
by this test. See others' posts (e.g. in ie6.browser NG, etc.) for
other procedures for checking for and eliminating it.
