It may help to know if you're using subfolders.
E.g. if the symptom only happens when launching from subfolders
my guess would be that you need to try unchecking
Close unused folders in History and Favorites
(in Options, Advanced tab, Browsing section)
FWIW I have that option *checked* in XPsp2
and I don't see the reported symptom when using the Favorites pane
(e.g. when opened by Ctrl-i and reopened by Ctrl-i)
even when I switch to a different tab. However, I do see your symptom
then when I switch to a different window. YMMV.
