This likely indicates that the Volume Shadow Copy service is not
running and possibly disabled or set to Manual.



Open the Control Panel and select Classic View in the Tasks Pane.



Double Click Administrative Tools to open and click the 'Services'
item.



In Services, scroll down to the 'Volume Shadow Copy' service and
double click it to open.



In the Startup Type drop down menu, select the 'Automatic' option.



Click the 'Start' and wait for the indication that it has started.



Go to 'System Protection' and try creating another 'System Restore'
point.



Let us know the results.

ummmm...
'the problem remains' is not very desciptive - what happened at each
step of the process? error messages? did the service start? Was it
already started? - is it still running? what was the error message
when you tried to create a new restore point??
The essence is in the DETAILS!

Unfortunately there's not a lot of data to be found on what causes
that error - but personally (and I have NO data to back it up!) I
suspect either malware or AV interference. What AV are you using? Have
you checked the system for malware lately?

Just found another potential fix for you to try....
