Have you tried booting in Safe Mode yet? In the end, you might have to
replace a bad hard drive, or get a Vista installation DVD to
reinstall.
If there's a simple problem with the disk you might want to try
repairing it from a Vista Recovery boot CD instead. The following are

You might also want to scan for viruses via boot CD.
