Setting firewall rules by IP Address is not supported by Microsoft.

The Deployment Guide provides the *domains* that should be granted target
access.

The IP Address(es) are subject to change without notice, and in many cases
are also regional dependent on the DNS servers that resolve those hostnames.

Personally . . . I would recommend granting outbound access to ALL targets
from the WSUS Server, and then use Software Policy Restrictions to block
usage of Internet Explorer on the WSUS Server. If you do this, then it
doesn't matter about restricting targets, because the tool that would be
used is not available.
