Do you talk about a domain or workgroup environment?
You can migrate to both OS without any problem, 2000/2003 supports in-place
upgrade, 2000/2008 does not support in-place upgrade. I prefer always to
add a new OS server to the existing domain.
The steps involved are basically the same for domain:
- check that the running domain is healthy with the support tools dcdiag,
netdiag and repadmin
- change to AD integrated zones for DNS
- upgrade the schema
- promote the new OS server to Domain controller and make it DNS server
- give time for replication of AD database and DNS
- move the 5 FSMO roles, make the new server Global catalog
- change client's to new DNS server ip
- disconnect old DC from the domain to test, that all is still running for
the clients
- reconnect old DC's and demote them
