Your friend can turn off the phishing warning.
In Windows Mail: Tools, Junk E-mail Options, Phishing tab, uncheck the boxes.

It turns off phishing detection but not spam detection.
Otherwise, train your friend not to include suspicious looking
URLs in his emails.
