I am trying to find out what extra capability is available when chkdsk is run
from any of the various ways to initiate it. Since they all run before
windows starts, it seems like they should all be similar or identical. So
any details or insight is appreciated.

OK thanks. Good info there, but still no indication that any one way is
better than the others.
I knew someone who insisted that running chkdsk from XP's Recovery Console
was the best, but he could not say why.

It depends what you're trying to accomplish. If you run from the
command prompt you have optional switch settings explained here:

http://vlaurie.com/computers2/Articles/chkdsk.htm

Using the Recovery Console is limited to only 2 switches explained
here:

http://commandwindows.com/recovery.htm

Don't confuse commands with switches.

Running from the command prompt has the most options.
Type in:

chkdsk /?

at the command and you'll see all available switches and what they do.

Yes I agree you have the most options from the command prompt. I was just
trying to see if the people who claim running it from the recovery console is
better have any real documented benefits to report.
