You are incorrect. It's the Virtual Windows XP that is only available with
Pro and higher editions.

So the new Windows Virtual PC app will install on Home Premium, you just
don't get the complementary XP VPC?

Correct. XP Mode is a VM that is only licensed for Windows 7
Ultimate, Professional, and Enterprise.
